The Kin are a group of women who were not powerful enough to stay in the White Tower, some of them cannot channel enough to light a candle for that matter.  Nynaeve and Elayne found this group while looking for the Bowl of Winds in Ebou Dar.  The Kin also give shelter to runaways from the Tower.  Unknown to the Kin the Tower is full aware of them.  They also know that most runaways will eventually end up there and that is where they can be found.
